LEAD’s Approach

Centered at the intersection of public health, public safety and racial justice, LEAD builds a non-punitive, community-based system of response to better address problematic or unlawful behavior that stems from unmanaged substance use, mental health challenges, or extreme poverty.

Referral Pathways

Arrest Diversion

Law enforcement officers can divert people to LEAD rather than arrest them when an alleged crime occurs.

Social Contact

Police and others in the legal system can refer individuals with criminogenic histories to LEAD without the occurance of an alleged crime.

Community Referral

Community members can directly refer eligible people to LEAD without involving law enforcement officers or systems.

Who We Serve

  • LEAD is explicitly designed to provide a new pathway to long-term, community-based care for people who commit, or are at high risk of committing, law violations related to their behavioral health challenges and/or income instability.
  • LEAD provides long-term, client-directed, non-coercive, street-based case-management based on harm-reduction principles.

  • Net-Widening

    Net-widening is the phenomenon in which a society or community increases the array of behaviors (and thus people) subject to control by the criminal legal system.
